When the bottom of the numbers face the centre

read the numbers clockwise .. from 1, 8, 1, 5.

Circular dated are also called Russian Crosslet Customs Seals.

 Usually these have letter variations issued by St Petersburg

*C.П.Б. T. OT. TO   ...   *C.П.Б.TA.OTP.TOB   or  "C.П.Б.TA.OTП.TO

CПБ.= (SPB) St Petersburg,

TA(MOЖHЯ). = Customs House Tax

OTP(ACЛЬ). = Department

OTП(PABKA). (Shipment)

TOB(AP). = Goods

The 1815 custom seals found at West House Mill and Aked High Mill appear to have been issued at Riga   ???OИ.T.PИ??

 Crescents symbols in the shield could well be the flukes of an anchor.
